Projects: quoted vs planned

A project shows "quoted" until the customer actually says yes.

Price a project through the builder and it starts life as quoted — amber, meaning a proposal is out but nothing's agreed. It flips to planned by itself the moment any of these happen: the customer accepts the quote online, you mark the quote accepted, or you set a start date and build the schedule (the "won it on the phone" route).

From planned it moves through in-progress to complete as normal. So a glance at the projects list tells you what's real work versus what's still a hope.
