Announcements to the team

Operations → Announcements posts a message to everyone, chosen crews or named people, on the dates you pick — "yard closed Friday", "new starter Monday, make them welcome". It appears as a banner on their Today page and goes out with the morning push. No group-chat scroll, no "didn't see it".
